Ukraine receives EUR 2.3 billion under Ukraine Facility: in total, over EUR 26.7 billion since 2024
EUR 2.3 billion has been transferred to the State Budget of Ukraine from the European Union under the Ukraine Facility financial instrument. In particular, the Government of Ukraine mobilized EUR 2.1 billion in loan financing and EUR 200 million in grants.
This is the sixth regular disbursement provided under Pillar I of the Facility. The funds will be used to finance priority social and humanitarian expenditures of the state.
The Ukraine Facility support program was launched in 2024 for a four-year period. Since 2024, more than EUR 26.7 billion has already been disbursed to the State Budget, including over EUR 10.6 billion in 2025 alone. The total funding envelope provided for Ukraine under the Facility amounts to approximately EUR 50 billion.
To receive the latest regular tranche from the EU, Ukraine successfully completed eight steps required for the sixth disbursement, as well as one step outstanding from the fourth disbursement.
“Support under the Ukraine Facility is critical to strengthening Ukraine’s macro-financial stability and ensuring the uninterrupted functioning of public administration during the war. The successful completion of more than 60 steps under the Ukraine Plan confirms our commitment to reforms, recovery, and progress toward European Union membership,” said Minister of Finance of Ukraine Sergii Marchenko.
The European Union remains the largest donor of financial support to Ukraine, having provided EUR 70.7 billion since February 2022. In 2025 alone, Ukraine received more than EUR 28.7 billion in financial assistance from the EU.
