Ministry of Finance: Over the past week, entrepreneurs received 399 preferential loans worth UAH 2 billion under the 5-7-9% state programme

Last week, under the state programme Affordable Loans at 5-7-9%, representatives of micro, small and medium-sized businesses received 399 preferential loans totalling UAH 2 billion from 48 authorised banks, including 246 loans worth UAH 0.8 billion from state-owned banks.

Since the beginning of 2026, entrepreneurs have received 2,930 loans worth UAH 13.4 billion under the ‘5-7-9%’ programme, including 1,912 loans worth UAH 5.3 billion from state-owned banks.

During the period of martial law in Ukraine, 102,618 loans were issued for UAH 383.8 billion (including 74,179 loans for UAH 190.5 billion from state-owned banks), of which as of 16 February this year:

- UAH 57.99 billion was allocated for investment purposes;

- UAH 81.60 billion – for working capital financing;

- UAH 51.02 billion – loans for agricultural producers;

- UAH 60.08 billion – for processing agricultural products;

- UAH 4.20 billion – for financing energy services;

- UAH 56.83 billion – for anti-war purposes;

- UAH 60.07 billion – lending in areas of high military risk.

Since the launch of the Programme, a total of 137,440 loan agreements worth UAH 473.4 billion have been signed, including 94,655 agreements worth UAH 217.2 billion signed by state-owned banks.

The Government, in particular the Ministry of Finance, continues to work on improving instruments to support Ukrainian businesses and attract funds from international partners for the development of entrepreneurship through affordable financing.

The development of the state programmes Affordable Loans at 5-7-9%, Affordable Financial Leasing at 5-7-9% and Affordable Factoring contributes to job creation, economic accessibility and business support during the war.

The state continues to make all necessary compensation payments to businesses under loan agreements concluded within the framework of the Programme.

The Programme is implemented by the National Development Institution (NDI), which began its work on 1 January 2026 in accordance with the Law of Ukraine. The Ministry of Finance is authorised to manage the corporate rights belonging to the state in the authorised capital of the NDI and has approved its Charter. This completed the process of institutional transformation of the Business Development Fund (BDF) into the National Development Institution (NDI).
