Ministry of Finance: Entrepreneurs received UAH 2.4 billion in 699 preferential loans under the state program “5-7-9%” over a week

Last week, within the framework of the State Program “Affordable Loans at 5-7-9%”, representatives of micro, small, and medium-sized businesses received 699 preferential loans totaling UAH 2.4 billion from 48 authorized banks, of which 508 loans worth UAH 1.2 billion were provided by state-owned banks.

Since the beginning of 2026, entrepreneurs have received 23,349 loans worth UAH 106.9 billion under the program, including 15,412 loans worth UAH 48.7 billion from state-owned banks.

During martial law in Ukraine, 123,511 loans worth UAH 479.3 billion have been issued (including 87,679 loans worth UAH 234 billion by state-owned banks), as of August 3 of this year:

• UAH 72.52 billion – for investment purposes;

• UAH 90.13 billion – for financing working capital;

• UAH 57.67 billion – loans for agricultural producers;

• UAH 85.92 billion – for agricultural product processing;

• UAH 9.97 billion – for energy service financing;

• UAH 56.80 billion – for anti-war purposes;

• UAH 92.30 billion – lending in high war-risk zones.

Since the launch of the program, 158,333 loan agreements worth UAH 569 billion have been signed, of which 108,155 agreements worth UAH 260.6 billion were concluded with state-owned banks.

The Government, particularly the Ministry of Finance, continues to work on improving tools to support Ukrainian business and attracting funds from international partners to develop entrepreneurship through affordable financing.

The development of state programs “Affordable Loans at 5-7-9%”, “Affordable Financial Leasing at 5-7-9%”, and “Affordable Factoring” contributes to job creation, economic inclusiveness, and business support during wartime. 

The state continues to make all necessary compensation payments to businesses under signed loan agreements within the program.

The program is implemented by the National Development Institution (NDI), which began operations on January 1, 2026. The Ministry of Finance is authorized to manage the state’s corporate rights in the statutory capital of the NDI and has approved its Charter. This completed the institutional transformation of the Entrepreneurship Development Fund into the National Development Institution.
