Taras Vysotskyi: Government prepares financial and logistical solutions to support farmers

The Ministry of Agrarian Policy and Food of Ukraine, together with the Ministry of Finance, the Ministry of Economy and Environment, the National Bank of Ukraine, the banking sector, and agricultural associations, is working on a set of solutions to ensure farmers have access to financing amid complications in maritime logistics. This was announced by Minister of Agrarian Policy and Food of Ukraine Taras Vysotskyi during the Yedyni Novyny (United News) national telethon.

According to him, mechanisms are being developed for extending preferential loans under the Affordable Loans at 5-7-9% program for working capital purposes, using state guarantees, and easing credit conditions for farmers during the 2027 sowing campaign.

The need for additional financial instruments arose due to the temporary suspension of vessel entry into the ports of Greater Odesa after russian attacks on civilian ships.

"Discussions have already taken place with farmers, banks, and associations regarding the extension of preferential loans under the ‘5-7-9’ program for working capital for the 2027 sowing campaign. The Ministry of Finance is finalizing the distribution of state guarantees among banks, and the NBU is working on easing requirements for farmers as borrowers. This package of decisions should enable additional financing secured by the harvested crop, so that the autumn sowing campaign and preparations for spring take place on time," said Taras Vysotskyi.

The Minister emphasized that current problems with maritime exports are comparable in scale to the challenges at the start of the full-scale invasion. However, Ukraine already has experience in quickly reorienting cargo flows and developing alternative logistics.

"Now the main thing is to use this experience much faster, since there is far less time for adaptation. That is why active work has been underway from the very first days, both domestically and with international partners," Taras Vysotskyi noted.

Ukraine is already engaged in intensive dialogue with international partners on the rapid restoration of stable maritime export corridors. At the same time, the Government continues to develop alternative logistics routes.

The Danube corridor will remain an important component of export logistics. Land routes will also be maximally utilized. During the full-scale war, more than ten new dry ports were created on Ukraine’s western border, which will soon provide additional opportunities for transshipment and export of Ukrainian products.

The Minister stressed that the key task of the state is to prevent disruption of the production cycle in the agricultural sector. Financial and logistical solutions should help ensure timely fieldwork, fulfillment of contractual obligations, and stable operation of the industry under security challenges.
