Ministry of Finance: Entrepreneurs received UAH 1.2 billion in 456 concessional loans under the state program “5‑7‑9%” over the past week

During the past week, within the framework of the State Program “Affordable Loans at 5‑7‑9%,” representatives of micro, small, and medium‑sized businesses obtained 456 concessional loans totaling UAH 1.2 billion from 48 authorized banks. Of these, state‑sector banks issued 334 loans worth UAH 0.8 billion.

Since the beginning of 2026, entrepreneurs have received 24,365 loans amounting to UAH 109.8 billion under the program, including 16,139 loans worth UAH 50.3 billion from state‑sector banks.

During martial law in Ukraine, 124,527 loans totaling UAH 482.4 billion have been issued (including 88,406 loans worth UAH 235.6 billion from state‑sector banks). As of August 17, 2026, the breakdown is as follows:

• UAH 73.43 billion for investment purposes;

• UAH 90.50 billion for working capital financing;

• UAH 57.72 billion for agricultural producers;

• UAH 86.11 billion for agricultural processing;

• UAH 10.11 billion for energy service financing;

• UAH 56.79 billion for anti‑war purposes;

• UAH 93.43 billion for lending in high‑risk war zones.

In total, since the launch of the Program, 159,349 loan agreements worth UAH 572 billion have been signed, including 108,882 agreements worth UAH 262.2 billion with state‑sector banks.

The Government, in particular the Ministry of Finance, continues to improve support instruments for Ukrainian business and attract funds from international partners to foster entrepreneurship through affordable financing.

The development of the State Programs “Affordable Loans at 5‑7‑9%,” “Affordable Financial Leasing at 5‑7‑9%,” and “Affordable Factoring” contributes to job creation, economic inclusiveness, and business support during wartime. 

The state continues to make all necessary compensation payments to businesses under loan agreements within the Program.

The Program is implemented by the National Development Institution (NDI), which began operations on January 1, 2026. The Ministry of Finance is authorized to manage the state’s corporate rights in the NDI’s charter capital and has approved its Statute. This completed the institutional transformation of the Entrepreneurship Development Fund into the National Development Institution.
