Ministry of Finance: Government introduces procedure for one-time customs officers’ certification

On 9 September, the Cabinet of Ministers of Ukraine approved a new Procedure for the organisation and conduct of certification for customs officials. This document serves as a key tool to ensure the integrity and professional competence of State Customs Service employees.

The new Procedure provides for a one-time certification in accordance with current legislation. Its primary goal is to verify that customs officials possess the qualifications necessary to meet the high standards required for their effective performance.

The certification process will consist of three stages:

  • Testing on knowledge of the Constitution of Ukraine, customs, and anti-corruption legislation;
  • A test on logic and ability to process information;
  • An interview to comprehensively assess professional competence and integrity.

Particular emphasis is placed on transparency and objectivity. The entire certification process, including testing and interviews, will be recorded using continuous video and audio. The results of each stage will be published on the official website of the State Customs Service.

Under the new Procedure, refusal to undergo certification or failure to pass it will be grounds for termination of public service, ensuring the renewal of staff and the removal of dishonest employees.

Journalists and media representatives may attend any stage of the certification process. They must be accredited, submit a notification, and provide a written commitment to non-disclosure of data. The number of attendees will be determined by the size of the venue but must be at least two individuals.
