Deregulation: Government simplifies business appeals against licensing authorities’ decisions and actions


The Government has improved and automated the processing of entrepreneurs’ complaints regarding the actions, inaction, or decisions of licensing authorities. Relevant amendments to the Procedure for Maintaining the Register of Complaints by License Applicants were adopted by the Cabinet of Ministers at its meeting on 8 September 2025.

All complaints will now be processed through an information and communication system that ensures centralised data collection and processing. Information about the complaint and the applicant, submitted electronically, will be automatically entered into the register immediately, without the involvement of officials.

“We continue to remove barriers and digitise processes that yesterday required paper and time. An entrepreneur’s complaint should immediately enter the system – without manual intervention, delays, or risks of abuse. This means faster processing, transparency, and protection of business rights. This is how modern deregulation should work,” said Oleksandr Tsybort, Deputy Minister of Economy, Environment and Agriculture for Digital Development, Digital Transformation and Digitisation.

The register will allow tracking of complaints not only about the actions or inaction of licensing authorities but also about their decisions, as provided by current legislation.

The amendments to the Procedure also:

  • Clarify the procedural actions of the Expert Appeals Council on Licensing under the State Regulatory Service;
  • Designate the administrator, public registrar, and those responsible for forming registry information, as well as the objects of the Complaints Register;
  • Regulate access to public information from the Register and other related matters.

The sustained economic impact of this decision is estimated at UAH 2.8 million per year.
