Ministry of Finance: In March, entrepreneurs received 815 loans worth UAH 3.9 billion guaranteed by the state on a portfolio basis

As part of supporting micro, small, and medium-sized businesses in Ukraine, since the introduction of the state portfolio guarantee tool in December 2020, a total of 45,621 loans have been issued for UAH 146.9 billion.

In March, entrepreneurs received 815 loans worth approximately UAH 3.9 billion, with the state guaranteeing UAH 2.3 billion of the principal debt obligations.

As of 1 April 2025, 31 creditor banks are servicing 21,823 loans worth UAH 75.1 billion. The principal debt obligations, partially secured by state portfolio guarantees, amounted to approximately UAH 33.1 billion. This represents 64% of the total guarantee limit provided (UAH 51.7 billion).

By the number of loans serviced under state portfolio guarantees as of 1 April, the leading banks are:

• PrivatBank: 14,623 loans worth UAH 22.1 billion (57% of the bank’s guarantee limit).
• Oschadbank: 3,099 loans worth UAH 11.5 billion (53% of the bank’s limit).
• Ukrgasbank: 903 loans worth UAH 10.1 billion (67% of the bank’s limit).
• PUMB: 717 loans worth UAH 7.6 billion (75% of the bank’s limit).
• Ukrsibbank: 463 loans worth over UAH 7 billion (75% of the bank’s limit).

The largest volume of such loans is serviced in Kyiv – 2,681 loans worth UAH 10.1 billion – as well as in the following regions:

• Dnipropetrovsk region: 1,776 loans worth UAH 5.9 billion.
• Lviv region: 1,859 loans worth UAH 5.8 billion.
• Kharkiv region: 788 loans worth UAH 4.9 billion.
• Kyiv region: 1,458 loans worth UAH 4.6 billion.
• Odesa region: 1,353 loans worth UAH 4.1 billion.

By economic activity, the largest number of loans partially secured by state portfolio guarantees is serviced in the following sectors:

• Agriculture: 4,104 loans worth over UAH 26 billion.
• Manufacturing: 4,252 loans worth UAH 20.6 billion.
• Wholesale and retail trade, vehicle repair: 9,562 loans worth UAH 20.5 billion.
• Transport, warehousing, postal, and courier services: 1,251 loans worth UAH 2.7 billion.
• Construction: 663 loans worth UAH 1.9 billion.
