On 15 April, the Government adopted a resolution approving the allocation of an additional UAH 1.8 billion of subsidies to 180 local budgets.

The funds are to be allocated to local budgets of territorial communities located in the areas of possible and active hostilities in Dnipropetrovsk, Donetsk, Zaporizhzhia, Luhansk, Mykolaiv, Sumy, Kharkiv, Kherson and Chernihiv regions.

The territorial communities of these regions are constantly experiencing damage to critical infrastructure and need a prompt response to ensure their functioning.

The draft act provides that additional subsidies will be provided to finance the following priority needs of the communities:

• construction of shelters;
• purchase of special vehicles for utilities;
• operational emergency and restoration work after shelling;
• repair of external and internal engineering networks and systems, including heat and gas supply.

The state budget provides a total of UAH 36.5 billion in additional subsidies, of which UAH 22.0 billion remained unallocated as of 15 April 2025.
