Ministry of Energy launches pilot twinning project to bolster community energy resilience: German Galushchenko

As part of a twinning partnership between the Ukrainian town of Hlobyne and Grafenwörth in Austria, EUR 2 million has been allocated for the installation of solar panels. Additionally, the Ministry of Energy, in collaboration with regional authorities, has developed an Investment Atlas featuring over 150 regional energy projects. This was announced by Energy Minister German Galushchenko during the III International Summit of Cities and Regions, encouraging participation in these initiatives.

To foster investment, the Ministry of Energy introduced Energy Resilience Passports for regions in 2024, highlighting each region’s unique potential for various energy sources. The state has already implemented tools to support these opportunities. The next step is ensuring balanced development of all energy sources, tailored to regional specifics and potential.

“We are grateful to our international partners for their steadfast support in strengthening the energy resilience of Ukraine’s regions. Together, we are building a foundation for a sustainable and energy-independent future for Ukraine, contributing to Europe’s energy security,” said German Galushchenko.

The Minister noted that Ukraine’s energy sector had been a primary target of russia’s full-scale military aggression. In 2024 alone, Ukraine’s energy infrastructure endured 13 large-scale missile and drone attacks, with one such attack estimated to have cost russia approximately EUR 1.3 billion.

“We have endured three wartime winters and are now preparing for a fourth. We are seeking solutions to enhance the country’s energy resilience, and decentralised generation is one of our answers. Local generation that meets the critical needs of each region is a vital component of energy resilience for both individual communities and the country as a whole,” German Galushchenko stated.

The Minister emphasised that Ukraine has significant investment potential in the energy sector and is open to involving international partners in projects to develop distributed generation at the local level.
