Ministry of Energy: Ukraine accelerates implementation of European Commission recommendations in energy sector

The energy sector is the only one for which the deadlines for implementing the European Commission’s recommendations have been shortened.

Specifically, in Q3 2025, Ukraine is set to adopt legislation on the transposition of the Electricity Integration Package (previously planned for Q1 2026). In Q4 2025, legislation to stimulate investment in renewable energy sources will take effect, originally scheduled for Q3 2026.

This was discussed during a meeting on the implementation of the Action Plan within the framework of Ukraine’s Progress Report under the EU-2024 Enlargement Package, chaired by Deputy Prime Minister for European and Euro-Atlantic Integration, Taras Kachka.

Deputy Minister of Energy of Ukraine, Roman Andarak, highlighted constructive cooperation with the Verkhovna Rada: “The Parliament has already supported the bill on market integration in its first reading, and three more bills have been approved by the relevant committee.”

He also reported on the preparation of a bill to strengthen the independence guarantees of the National Energy and Utilities Regulatory Commission, developed jointly with the regulator and the Energy Community Secretariat. Its adoption will enhance the regulator’s efficiency and the transparency of decision-making in energy markets.

The meeting also addressed amendments to the Customs and Tax Codes and the Law on Alternative Fuels to align them with EU directives, as well as the creation of a register of facilities operating on biofuels.

Opportunities for involving Ukrainian energy companies in the EU’s Connecting Europe Facility programme to finance key cross-border energy infrastructure projects were also discussed.
