Ministry of Economy, Environment and Agriculture: UAH 30 billion in government bonds already in the authorised capital of Ukrfinzhytlo

In accordance with the decision of the Cabinet of Ministers of Ukraine dated 12 December 2025, PJSC Ukrainian Financial Housing Company (Ukrfinzhytlo) received UAH 30 billion in recapitalisation in the form of Domestic Government Bonds (DGB).

In accordance with the Government decision, the Ministry of Finance of Ukraine issued DGBs for a total amount of UAH 30 billion, and the Ministry of Economy, Environment and Agriculture of Ukraine exchanged these bonds for additional issue shares of PJSC Ukrfinzhytlo, issued earlier to increase the company's authorised capital.

Within the framework of recapitalisation, DGBs were issued with the following parameters:

  • UAH 7 billion — maturity of 4 years, interest rate of 14.1% per annum, coupon period of 6 months;
  • UAH 10 billion — maturity of 5 years, interest rate of 12.9% per annum, coupon period of 6 months;
  • UAH 13 billion — maturity of 7 years, yield of 11.0% per annum, coupon period of 6 months.

“The Government Bonds received are a long-term financial resource that will be used not within a single budget period, but over several years — for the stable financing of eOselia. Recapitalisation will allow us to maintain lending volumes and finance tens of thousands of mortgage loans in the coming years. These are predictable conditions for people, banks and the housing market in general," said Minister of Economy, Environment and Agriculture Oleksii Sobolev.

Since the launch of the eOselia programme, more than 22,000 Ukrainian families have received loans totalling over UAH 38 billion, and the programme itself has accounted for more than 95% of Ukraine's new mortgage market.

It should be noted that, in accordance with amendments to Resolution No. 856 of the Cabinet of Ministers of Ukraine, military personnel mobilised during martial law are eligible for preferential mortgages under the eOselia programme at 3% per annum, on a par with military personnel serving under contract.
