Existing support programs, including "Affordable Loans 5-7-9", "Partial Unemployment", will be maximally adapted to the needs and requests of the business. In addition, new support formats are being developed.
Specific problematic issues and proposals from entrepreneurs were discussed during the meetings of Minister Ihor Petrashko with representatives of the business industry. In particular, there were discussions with representatives of the restaurant business, film industry, trade and entertainment business, cultural institutions.
Thus, in the framework of improving the program "5-7-9" the following proposals are considered: expanding the range of participants by increasing the maximum level of annual income of enterprises; opportunity to use the company's income for the reporting period of 2020; issues of collateral and introduction of portfolio guarantees (up to 80% of the loan will be covered by the state); easing the conditions for the payroll and the number of staff.
Adaptation of the "Partial Unemployment" program to the new quarantine conditions will be carried out in close coordination with the business and the Employment Center, through which the program is implemented. Support will be continued and in this regard, in addition to the existing budget of the program, additional funds in the amount of UAH 80 million have been allocated. The main goal is to help businesses cover the cost of wages for workers whose working hours are reduced, thus saving jobs.
Also during the dialogue, entrepreneurs raised the issue of rent and the possibility of exemption/deferral. Among the proposed solutions is the interaction with the Chamber of Commerce and Industry to obtain special certificates that allow applying a force majeure mechanism.
Another format of business support considered is the receipt of grants, in the context of which entrepreneurs have expressed a desire to raise existing limits on financial support.
An interdepartmental working group will be set up in the near future for further active dialogue, a detailed discussion of all issues and development of balanced decisions on the commission of the Prime Minister of Ukraine. The group will include representatives of the Ministry of Economic Development, Trade and Agriculture, the Ministry of Finance, the line committee and businesses.
