Residents of consolidated communities (CC) obtained the right to decide on the direction of development themselves and implement those projects that encapsulate a new quality of life. This was announced by Prime Minister of Ukraine Volodymyr Groysman while talking to the residents of the Voronovytska CC in Vinnytsia region. The Head of Government is paying a working visit to the regions, and the issue of local self-government reform is among the agenda items.
35 capable communities out of 59 planned have been formed in the Vinnytsia region so far. All of them have direct relations with the budget, receive state support and form their own revenues.
Thus, over three years, the consolidated budget of Voronovytska CC with a population of 8 thousand residents, has increased from UAH 7 million to 51 million, the volume of medical and educational subvention to the community only this year makes up UAH 17.3 million. The CC renovates roads, social infrastructure, and attracts private business. The for the coming years incorporate the launch of municipal transport lines, renovation of water pipelines, and industrial park development.
"People should decide themselves on how to develop, this is the message we enshrined in the reform. At the same time infrastructure, social sphere and culture need to be developed. Yesterday I visited opera festival in Tulchyn. I think that such events should be held in every community", the Head of Government said.
In their turn, residents of Voronovytsia city noted that the decentralization reform should be enshrined at the constitutional level. According to people, it is impossible to halt changes.
