Concession at the Port of Chornomorsk: competitive dialogue phase starts

The Tender Commission has officially launched the competitive dialogue procedure as part of the concession tender for the first (general-purpose) and container terminals at the Port of Chornomorsk.

During this period, the state provides participants with the basic terms of the concession, whilst potential investors familiarise themselves with the assets, conduct their own research, analyse the technical, financial and operational parameters of the project, and submit their proposals and comments. All participants have already signed non-disclosure agreements (NDAs) and gained access to the necessary information.

“Competitive dialogue is a key stage in the project’s implementation. Over the course of 75 days, we are working with the market to develop the optimal concession model: the state provides the basic terms, while investors offer their professional feedback and proposals. This allows us to formulate a balanced, viable agreement that takes into account the interests of the state, the community and business,” said Oleksii Kuleba, Deputy Prime Minister for the Restoration of Ukraine/Minister for Communities and Territories Development of Ukraine.

Following the competitive dialogue, the Tender Committee, with the participation of EBRD and IFC advisers, will review the proposals received and finalise the concession agreement and instructions for participants. Once the documents have been approved by the Ministry, participants will have additional time to prepare and submit legally binding tender proposals.

The project at the Port of Chornomorsk could become the largest public-private partnership project in the port sector in the entire history of Ukraine and the first project of its kind to be implemented during a full-scale war. It involves bringing in a reliable investor to modernise the port infrastructure, improve the efficiency of the terminals, preserve over 1,000 jobs and ensure long-term revenue for the state and local budgets. .
