According to the contract offered by Naftogaz of Ukraine to district heating companies (DHC), the price of natural gas for communal enterprises makes up UAH 7.42 per cubic meter. This allows local leaders not to raise prices for the provision of heating services for the population this heating season. Prime Minister Denys Shmyhal stated during a regular meeting of the Government on September 8.
The Prime Minister stressed that the readiness for the heating season is currently over 80%, and added that all the works are carried out in accordance with the schedule.
"Local authorities, as in previous years, will adopt a decision when exactly the heating season commences. Likewise, local governments are now responsible for setting tariffs for heating and hot water. The Government, as we promised, will continue to help local leaders and resolve the issue of compensation for district heating companies," said Denys Shmyhal.
The Head of Government reminded that the previous week there had been approved a resolution on the establishment of territorial commissions that will verify DHC debts. In the next step, the Government approved methods for determining the difference in tariffs.
"The difference between market tariffs for heating and hot water and those paid by citizens is tens of billions of hryvnias. We compensate this difference for DHCs, thereby allowing them to endure the heating season without hindrance. This is a step that will enable local authorities to take responsibility for people's tariffs for heating and hot water, as well as bring order to the subordinate communal enterprises as the inefficiency of their leadership will no longer be covered by the budget and taxpayers," said the Prime Minister.
Denys Shmyhal noted that as of September 1, the level of filling of Ukrainian underground gas storage facilities had exceeded 18 billion cubic meters, which is higher than the average value of previous years. According to Ukrtransgaz, Ukraine will approach the heating season directly with reserves of 19-20 billion cubic meters, which will be sufficient for its reliable passage.
