Ministry of Internal Affairs: Foreigners and stateless persons serving in the Ukrainian Armed Forces to receive temporary residence permits
The President of Ukraine has signed Law of Ukraine No 4730-IX of 17 December 2025, which was developed and submitted to the Verkhovna Rada of Ukraine by Members of Parliament. The law regulates the legal status of foreigners and stateless persons who are serving under contract in the Armed Forces of Ukraine and other military formations.
Under the Law, such persons will be considered to be lawfully present on the territory of Ukraine provided they obtain a temporary residence permit. The permit will be issued for the duration of the military service contract and for an additional six months after its termination or cancellation.
Foreigners and stateless persons who are already serving in the military must apply for a temporary residence permit within six months of the Law entering into force. Until the end of this period, their lawful presence in Ukraine will be confirmed by their military registration document or service ID as a service member.
As noted by the relevant parliamentary committee, issuing temporary residence permits to these individuals will enable them to access banking, notarial, medical, and other social services in Ukraine without hindrance.
