Ministry of Finance begins preparation of Budget Declaration – the foundation for the 2027 Budget
The Ministry of Finance of Ukraine has commenced preparation of the Budget Declaration for 2027–2029 – the key medium-term document that will serve as the basis for drafting the law on the State Budget of Ukraine for 2027. The process is being carried out in accordance with the budget process roadmap for 2026, which sets out the sequence of steps and deadlines for adopting budget decisions.
The Ministry of Finance has already prepared and sent a letter to the main budget spending units regarding the preparation of the draft Budget Declaration for 2027–2029. The main spending units will provide the information required to determine the baseline level of expenditure and to calculate medium-term budget indicators.
In line with the budget process roadmap, in early March 2026 the Ministry of Finance will process key macroeconomic and social parameters for 2027–2029, including the macroeconomic forecast, indicators of economic development, the subsistence minimum, the minimum wage, and official salaries. Forecasts of budget revenues, fiscal policy parameters, expenditure ceilings, and the provision of state guarantees will also be taken into account.
During April–May 2026, budget proposals from the main state budget spending units will be received and processed, reconciliation meetings held, and medium-term budget indicators refined. By mid-May, the draft Budget Declaration for 2027–2029 will be submitted to the Cabinet of Ministers of Ukraine for consideration, and by early June it will be presented to the Verkhovna Rada.
The budget process roadmap also sets out the subsequent stages of preparing the draft State Budget of Ukraine for 2027 – from communicating expenditure ceilings to the main spending units in July 2026 and the formation of budget requests, through to the Government submitting the draft law on the State Budget of Ukraine for 2027 to the Verkhovna Rada by 15 September.
