Communities to receive UAH 1 billion for development projects

On 13 August, the Government approved the procedure for using funds from the State Fund of Regional Development (SFRD) for 2025. The Fund’s primary goal is to support regions and territorial communities in developing infrastructure, improving service quality, and expanding opportunities for residents.

This year, the State Budget has allocated UAH 1 billion for the SFRD.

The funds will support projects from the Single Project Pipeline (SPP) for public investments, approved by the Strategic Investment Council as part of the transitional model for public investment reform.

Communities not located in areas of active hostilities can apply for funding. Projects included in the SPP will be considered, with applications submitted through the DREAM ecosystem.

The new procedure includes:

• Selection and prioritisation of projects based on defined criteria;
• Review by the Ministry for Communities and Territories Development Commission to ensure projects align with national, regional, and local development strategies;
• Final approval of the funded project list by the Cabinet of Ministers of Ukraine.

This approach ensures a transparent and competitive selection process, directing funds to the most essential and effective projects, from building schools and hospitals to modernising communal infrastructure.
