Moving on to the implementation of the programme to support frontline regions: Oleksii Kuleba

The Government is launching the practical implementation of the Frontline Regions Support Programme, initiated by the President of Ukraine and developed by the Government team in collaboration with local communities.

“Last week, we presented the Programme’s concept to communities. Today, we are launching its first elements to ensure people in these regions have safer living conditions, stable employment, affordable housing, and quality services,” said Deputy Prime Minister for Restoration and Minister for Communities and Territories Development Oleksii Kuleba.

The first package of measures covers five key areas:

Safety

• Construction of shelters and protective structures in schools, kindergartens, cultural centres, and public spaces in communities under constant threat of shelling.
• Priority is given to facilities where children spend time daily to ensure safe learning and leisure environments.

People

• A one-time payment of UAH 19,400 to each household that independently heats their home, for purchasing solid fuel (firewood, coal, pellets).
• Monthly compensation for the cost of 100 kW of electricity per family member in frontline communities during the winter period.
• Free hot meals for primary school pupils nationwide and for senior pupils in frontline and border regions.

Housing

• Under the eOselia programme: the state covers 70% of the down payment for mortgages, 70% of monthly payments in the first year, and UAH 40,000 for administrative costs. Option to purchase housing on the secondary market up to 20 years old with an interest rate of 3–7% per annum.
• Expansion of the eVidnovlennia programme: an additional UAH 1.6 billion allocated for compensation for damaged or destroyed housing, benefiting over 1,000 families.

Local Economy

• Critical enterprises can reserve 75% to 90% of employees subject to mobilisation to maintain production.
• Farmers will receive UAH 1,000 per hectare of land in combat zones.
• Grants for orchards and greenhouses — up to UAH 400,000 per hectare with compensation of up to 80% of costs.

Healthcare

• A 20% salary supplement for healthcare facilities in rural and remote communities providing primary care.
• Increased payment coefficients for emergency medical services to ensure response teams can operate reliably in high-risk zones.

“In parallel, we are preparing a second package that will include new tools for businesses, additional support for hospitals, and salary and pension increases for those sustaining community life in the most challenging conditions,” added Oleksii Kuleba.
