  • German Galushchenko: Presence of permanent IAEA missions at Ukrainian NPPs is an element of implementation of President Zelenskyy's Peace Formula

    The presence of international experts at Ukraine's energy facilities allows the world to record the real consequences of russian attacks on energy infrastructure and their impact on the basic needs of the civilian population. This requirement is among the provisions of the Peace Formula proposed by President of Ukraine Volodymyr Zelenskyy, and one of the elements of its implementation is permanent IAEA missions at all Ukrainian NPPs.

    This was emphasised by the Minister of Energy of Ukraine German Galushchenko in an interview with a TV channel.

    "In a certain aspect, this formula has already been implemented, because we already have permanent IAEA missions at all Ukrainian nuclear power plants. This allows us to monitor how we ensure nuclear and radiation safety at the controlled plants. Experts can see the impact of attacks on the energy sector and on the operation of each specific plant. The presence of permanent IAEA missions at all NPPs is an element of the implementation of the President's Peace Formula. It is a critical step," the Minister said.

    The Ministry of Energy commented on the latest developments around the occupied Zaporizhzhia NPP, stressing that the russians are trying to "increase the degree of tension" due to the Ukrainian counter-offensive.

    "But the very fact of their presence at the plant is a threat. When can this threat be realised? Obviously, at any time," the Minister added.

    German Galushchenko stressed that representatives of the IAEA mission, who are permanently present at the plant, are the main official source of information on the situation at the nuclear facility. He reminded that Ukraine currently had no access to ZNPP monitoring systems.

    The Minister notes that the russians' transfer of ZNPP Unit 4 to the hot shutdown state is quite dangerous, and the Ukrainian side has repeatedly warned the international community about this danger: "At the level of the Ukrainian regulator, appropriate changes were made to the licence. When operating the plant, the licence must be followed, but, of course, compliance with international law or national legislation is out of the question when it comes to russia."

    The Minister of Energy stressed that international community should clearly respond to violations by russia.

    "It is them who are responsible for the actions they (russians - ed.) are committing," said German Galushchenko.
