Gender audit, reparations, and implementation of National Action Plan 1325: Liudmyla Shemelynets met with UN Women delegation


First Deputy Minister of Social Policy, Family and Unity of Ukraine Liudmyla Shemelynets held a meeting with the UN Women delegation led by Programme Coordinator at UN Women Tetiana Kudina.

During the discussion, the parties addressed key areas of cooperation, including legislative support for reparations to survivors of conflict‑related sexual violence (CRSV), implementation of the National Action Plan on UN Security Council Resolution 1325 Women, Peace, Security, the Ministry’s gender audit, and further coordination within Ukraine’s European integration course.

“We value the expert and technical support of UN Women, which helps us strengthen state mechanisms for supporting survivors, build the institutional capacity of the Ministry, and embed gender equality principles into public policy. I am convinced our future cooperation must be even more practical and results‑oriented,” said Liudmyla Shemelynets.

Special attention was given to the implementation of legislation supporting survivors of CRSV. The Ministry is currently forming the personal composition of the Commission on Recognition of CRSV Survivors and reviewing candidates for specialists who will work with applicants. Specialized training is being prepared for these professionals, along with an interagency mechanism for information exchange necessary to process applications.

At the same time, the Ministry is working on methodological support for the new procedure. In particular, recommendations for working with CRSV survivors are being developed jointly with the Global Survivors Fund.

Participants also discussed the mechanism of urgent cash payments to survivors, defined by a Cabinet resolution in March this year. Liudmyla Shemelynets informed that payments will be made through the Ministry’s humanitarian account, enabling rapid and targeted assistance.

The meeting also touched on preparations for the 71st session of the UN Commission on the Status of Women, scheduled for March 2027 in New York.

At the conclusion, both sides agreed to continue joint work in the identified areas and focus on practical solutions to strengthen the state support system for survivors, enhance the Ministry’s institutional capacity, and ensure equal rights and opportunities for women and men.

It’s worth mention, in March this year New York hosted the 70th session of the Commission on the Status of Women (CSW70), which brought together about 500 participants from 190 countries.
