The development of dual education, which is essentially a partnership between educational institutions and employers, is the key to the proper development of the labor market and to cover not only the needs of employers, but also to provide future workers with work and decent salary. This was stated by Prime Minister of Ukraine Volodymyr Groysman.

"Everyone raises the question why there is a lack of personnel in  Ukraine. Even though the state allocates sufficient resources to training, the system itself is not as qualified as it should betoday. We need to introduce a system of dual education. This is a partnership between educators, vocational education, and employers", Volodymyr Groysman stressed. "There exist already shaped strategic decisions and pilot projects ... If the economy is growing, thus a demand for labor is also growing, which means that competition for specialists is growing and wages are increasing".

According to the Ministry of Education and Science, today in Ukraine there are actually two systems of education - state and entrepreneurial, when graduates come to enterprises and have to acquire the necessary production skills again. The situation can be altered by introducing a concept of dual education that has been discussed over the last two years. The concept, among other things, envisages the modernization of education programs in accordance with the requirements of the labor market, as well as the active involvement of employers in the stage of education of students and students.

"Today we arrive at the common decision, which is supported by all stakeholders, first of all by employers",  the Prime Minister said. "We need to shortly implement these ideas".

The Head of Government commissioned within a month to prepare a draft government resolution on wide dissemination of pilot projects on dual education, and also called for the preparation and consideration of draft bills on professional and higher education as soon as possible.
