The state-owned enterprises sector is one of those spheres that needs fundamental modernization, and at the same time can serve as a good tool for attracting large investments. Prime Minister of Ukraine Volodymyr Groysman made this statement during the Government session.
"We need to create the foundation for economic growth. It will bring prosperity to every citizen. But it's impossible to talk about the economy without having a blueprint for its achievement. Privatization will enable us to leverage investment, start modernization and achieve the said target", the Head of Government stressed.
The Prime Minister emphasized that at present, there is a progressive law for conducting these processes.
" I understand that there is a negative experience of the privatization held in 90s of the last century. Our objective is to sell not-strategic enterprises. We should find effective owners that will ensure creation of new jobs, modernization (of production) ", Volodymyr Groysman claimed. "We are opening a new page of qualitative process by taking appropriate decisions".
He stressed that curbing the transparent process of attracting new owners is literally means supporting the existing corruption that needs to be eradicated. One of the methods is the formation of an Anti-corruption court, which work is a need "not for the EU or the IMF," but for Ukraine.
"Next Monday two plenary weeks begin, this is enough time for consideration of the draft law on the Anti-corruption court. It is enough time to bring to a close this issue. The Cabinet of Ministers, for its part, will do its utmost to launch the work of the court," the Prime Minister underscored. It will be, among other things, a signal to investors".
The Head of Government stressed that the owner involvement is essential for the effective functioning of enterprises.
"Strategically important state-owned enterprises will be kept in state ownership. Small-scale privatization objects will be sold through an online auction. There will be a market sale of assets. The privatization of large-scale objects (non-strategic) will be implemented with the involvement of highly qualified advisers, who will give the right information to all stakeholders. After, open auctions (for such enterprises) will be conducted too. We will put an end to the shadow privatization", the Prime Minister added.
