The decentralization reform introduced by the Government made way for new leaders who are well aware of the situation in the regions, and this process must be protected and reform achievements have to be enshrined in the Constitution of Ukraine. This was announced by Prime Minister of Ukraine Volodymyr Groysman on air of the ICTV TV channel.
"I praise the results of the reform that have already been made. Until 2014, the whole system of local self-government was destroyed, people were disappointed, millions wanted to change something in their communities, but they could not do it, because the central government took on all the powers. I did not put up with this. I constantly raise this question by saying what had to be changed. Finally, after the Revolution of Dignity, an opportunity appeared, and I joined the Government of Arseniy Yatsenyuk in order to carry out the reform. The idea of decentralization encapsulates one single idea – give powers to people in the regions and these powers were transferred to communities. In 2014, local budgets amounted to UAH 70 billion, in 2019 – already worth UAH 270 billion. The structure of the budget, the decision-making system itself has changed. The next step is to involve people in management of these resources so that people have an impact on the development of communities. This process is already being implemented din small communities, large communities need local democracy tools. What is needed? Changes have to be enshrined in the Constitution. I will protect the reform", Volodymyr Groysman underlined.
The Head of Government is assured that it will be possible to approve shortly all necessary decisions even in the inter-election period. "Elections are opportunities. They need to be used to change the system. The incumbent Parliament can endorse a number of systematic decisions and lay the foundation for the necessary changes for the next 5 years", Volodymyr Groysman emphasized.
The Prime Minister placed a special emphasis on the fact that there should be the only one principle of work: Ukraine is not just a spot on the map. "It is a beautiful European country which possesses all opportunities to have the European future. We have to provide it", the Head of Government added.
