Changes to the Constitution, which will consolidate the achievements of the decentralization introduced by the Government of Ukraine and the strengthening of local governance, are vital. Prime Minister of Ukraine Volodymyr Groysman stressed during the work of the Regional Development Council, which gathered representatives of regional authorities from across the country.
"We can not avoid amending the Constitution. This means the protection of the reform over the coming decades. The time has come to update our strategies, to update laws, to introduce irreversible changes", accentuated Volodymyr Groysman. "We cannot slow the process of decentralization. We see the system confronts those who want to amalgamate. At the local level, someone creates obstacles – if it’s not a regional administration then a district council. And who empowered to stop people on their way to success? One mustn’t prevent people from being successful."
