
Prime Minister: We are retrofitting the system of funding of hospitals, the necessary treatment will be financed from the state budget
The Government of Ukraine within the framework of the reform of the healthcare system changes the system of financing of hospitals and switches to allocation of funding for the treatment process instead of financing walls and patient capacity, announced the Prime Minister of Ukraine Volodymyr Groysman. The Head of Government on the eve of the Medical Worker Day visited the State Institution “Institute of Neurosurgery named after Acad. A.P.Romodanov of the National Academy of Medical Sciences of Ukraine”.
"We changed the funding in this institution by introducing a system in which «money follows the patient». Patients with severe diagnosis are being treated here, they receive high-quality care and all of this are at the cost of the state budget. It ought to be in every hospital: qualitative conditions, professional Ukrainian doctors and, of course, 100% financing. We are striving for this", the Prime Minister stressed.
He recalled that the Institute of Neurosurgery had been reconstructed. Due to the direct financial support of the Government, a new wing with new surgery rooms, intensive care units and hospital rooms was opened.
"If you look at these conditions, exactly such system should be in every hospital. We build and repair perinatal centers and continue to establish cardiovascular surgery centres- its number reaches 26. Thus,this means that people with cardiovascular disease will receive high-tech modern care. Plus, the program of free medicines, which allows a person to not refuse treatment, but instead to use this program. We will see results : mortality and disability rates will be decreased. At the same time, the coverage of high-tech medical care of Ukrainians is increasing", the Head of Government underscored.
The Prime Minister drew attention to the fact that the system of emergency medicine along with special clinics is gradually being updated - from maintaining the whole healthcare sector to vehicles, qualified doctors, quality departments in hospitals. "I think the situation will change drastically in the next few years, and people will feel it" , assured Volodymyr Groysman.
Background
The project "Restoration and adaptation of clinical building №3 of the State Institution “Romodanov Neurosurgery Institute, National Academy of Medical Sciences of Ukraine” was approved in 2015 and was aimed at creating a modern clinical base for reconstructive neurosurgical operations and improving the quality and making neurosurgical care accessible to the population. The construction works have been financed from the state budget to the full extent. The object was put into operation by the State Architectural and Construction Inspectorate of Ukraine on April 27, 2018, the cost of construction amounted to UAH 209 million.
