Today in Ukraine, out of 160,000 multi-storied buildings, almost 100,000 require large-scale modernization. And the newly established Energy Efficiency Fund should become a ‘lifebelt’ for them in this direction. Especially for those high-rise buildings which are already within the responsibility of condominiums. Deputy Prime Minister, Minister of Regional Development, Construction, Housing and Communal Services of Ukraine Hennadii Zubko told at a meeting with the Association of the heads of condominiums.
"In the state budget-2018, we had planned for the programs of the Energy Efficiency Fund the sum worth UAH 1.5 billion, this year - UAH 1.6 billion. Now we have prepared a budget declaration for the next 3 years, where it is intended to allot the sum worth UAH 1.6 billion per annum. Therefore, the urgent objective for the condominiums, for now, is to work out a roadmap. We mustn’t waste time until the Fund is fully operational, and now to plan the steps that need to be taken to implement energy-efficient measures in each particular building", said Hennadii Zubko.
The official told that some condominiums had already felt the benefits of implementing energy-efficient measures using the Warm Loans program. If the Warm Loans allowed to solve only the issues of building materials, the newly created Fund offers a more complex approach for condominiums. In particular, conducting energy audits, procurement of building materials, project and energy service activities. But there is one condition - the verification of projects.
"The Fund will not impose and offer to a condominium a company for the implementation of energy-efficient measures. Ukraine has an open market of energy auditors, energy service companies and design organizations, and each particular condominium will choose a company with the best conditions, which will bear full responsibility for the quality of the fulfilled work", said Hennadii Zubko.
The Deputy Prime Minister gave an example when there appear a lot of companies that take an advance sum, and then some start having problems. Therefore, it is necessary to create a platform to which condominiums will have a chance to enter and fill out the form specifying the technical characteristics of the building. And then, to get offers for energy audit, energy service and from designers from all over Ukraine.
"Today I want to inspire you. The country has now entered a period of political turbulence and turmoil. But we must do our job. You should use this period as efficiently as possible to solve all the necessary issues - licensing procedures, entering into contracts with the bank, conducting audits and finding consensus with the residents", summed up Hennadii Zubko.
