Currently, on the basis of the State Land Cadastre, a number of electronic administrative services are provided, which utilize convenient and up-to-date authentication tools (EDS, BankID, MobileID). The State GeoCadastre (State Service of Ukraine for Geodesy, Cartography, and Cadastre) data, integrated with the world's most secure Blockchain system, is completely open in read-only mode for all stakeholders. This was announced by Minister of Agrarian Policy and Food of Ukraine Maxym Martyniuk at a Government meeting.
"As of today, 73% of the entire territory of Ukraine has joined the system of the State GeoCadastre. In fact, for the first time, together with the Ministry of Justice, two key registries - a land cadastre and a register of property rights - were synchronized, thereby practically eliminating raidership and any manipulations in the land sector", Maxym Martyniuk emphasized.
According to him, an important stage in the transparency of land relations was the introduction of electronic land auctions, which already operate on two platforms - OPENMarket of the state enterprise CETAM and PROZORRO. Sale. The first e-trading took place on October 18, and as of December 12, the rights of lease for 25 land plots have already been sold.
"I want to remind that all the funds from the lease of land are transferred exclusively to local budgets. And if the starting price of the lot was 8% of the normative monetary value, we completed at 18.2% on average. That is, the revenues to the local budget have increased up to almost UAH 2 million for those 25 land plots", acting Minister noted.
In addition, exterritorial approval of land management projects was introduced. There is in effect a transparent and understandable scheme of work with the advantages such as the absence of contact with official, online 24/7 monitoring, clear deadlines (10 days), the absence of repeated failures.
In the test mode, there has been operating the portal of normative monetary valuation of land plots at ngo.land.gov.ua. From now on, every citizen has the opportunity to check the value of any land plot outside the settlement and receive an estimate of an array of plots and areas with arbitrarily chosen boundaries.
