Second wave of Winter Support payments: Who is eligible to receive UAH 1,000

The second wave of paying assistance in the amount of UAH 1,000 under the Winter Support programme has begun. This time, some 2.5 million Ukrainians who submitted their applications via the Diia on 16 November shall receive the funds, including parents applying for payments for their children. The total amount of aid in the second wave is over UAH 3 billion.

In the first wave, 1.8 million citizens who receive pensions and social assistance through Ukrposhta received UAH 1,000 — the funds were transferred to a special account along with regular payments, as well as 1.7 million users of the Diia app who submitted applications on the first day of the program, November 15 — they received the aid on their National Cashback card. Ukrainians have already started spending the funds, most often to pay for utilities, buy books, and donate to charity, with the total amount of these expenses reaching UAH 473 million.

It is worth noting that one of the key conditions is actual residence in Ukraine. Citizens who are currently abroad or in temporarily occupied territories will not be able to receive this payment.

Applications can be submitted online via the Diia app or directly at any of the more than 26,000 Ukrposhta branches. The app will send a notification about the transfer of the aid, and those who have submitted an application via Ukrposhta will receive an SMS. Applications will be accepted until December 24, 2025.

As of today, Ukrainians have already submitted over 14 million applications: 11.4 million through the Diia, of which 2.9 million are for children, and almost 700,000 were submitted at Ukrposhta branches. This number also includes 1.8 million recipients of pensions and benefits.

Those who are unable to visit a branch in person should call the Ukrposhta hotline at 0 800 300 545, and a postman will help them fill out the application. Residents of frontline areas can submit their applications through a mobile branch.

Funds received under the Winter Support programme can now be spent on utilities, Ukrainian medicines and books, postal services, and charity. Users will also soon have the option to spend the funds on food.

Money credited to the National Cashback card through the Diia must be used by June 30, 2026. The payment can also be spent at Ukrposhta branches.

As a reminder, more than 280,000 families have already received additional funds to pay for electricity as part of the Government's Winter Support package.
