Available grants and preferential loans: Government widens energy support programmes for condominiums

The Government is strengthening its support for the energy independence of apartment buildings by providing a comprehensive approach. Condominiums and housing cooperatives can combine grant support for the purchase of energy equipment with preferential loans, forming comprehensive solutions for the sustainable functioning of buildings during prolonged power outages.

Through a joint resolution of the Ministry for Communities and Territories Development and the Ministry of Economy, Environment and Agriculture, the Government has expanded the grant programme and simplified the rules for participation so that co-owners of buildings can increase their energy independence more quickly and efficiently.

Grants and loans are two complementary components that together make it possible to finance the necessary equipment.

The grant component (Energy Efficiency Fund) can cover:

▪️ up to 70% of the cost of solar power plants, energy storage systems and heat pumps

▪️ up to 50% of the cost of generators

The loan component allows you to finance the part of the cost of the same equipment that is not covered by the grant.

"The Government is strengthening the energy autonomy of apartment buildings through a combination of several support instruments. Condominiums and housing cooperatives can simultaneously attract grants for the purchase of energy equipment and preferential loans, creating comprehensive solutions for the stable operation of buildings during prolonged power outages. In this way, the Government provides access to two mechanisms at once — grants and loans — and systemic investments in the sustainability of the housing stock and the energy independence of people," said Deputy Prime Minister for the Restoration of Ukraine - Minister for Communities and Territories Development of Ukraine, Oleksii Kuleba.

Condominiums and housing cooperatives will be eligible for compensation of up to UAH 4 million for the cost of solar power plant equipment and energy storage facilities, up to UAH 2 million for the purchase of a heat pump, and up to UAH 1 million for the purchase of a generator.

At the same time, condominiums can apply for a preferential loan at 0% interest from 43 partner banks participating in the ‘5–7–9%’ programme implemented by the Ministry of Economy, Environment and Agriculture and the National Development Agency. These funds can be used to finance the same equipment that is partially covered by the grant.

The loan amount is up to UAH 3 million, with a term of up to 3 years. The state fully compensates the interest rate. This significantly reduces the financial burden on condominiums.
