  • Dmytro Kuleba gives a green light to start work of interagency council that will protect EU financial assistance

    The systematic coordination of ministries and agencies will guarantee the protection of EU financial assistance, which will ensure not only effective and transparent use of funding but also increase confidence and extension of financial assistance, Deputy Prime Minister European and Euro-Atlantic Integration of Ukraine Dmytro Kuleba stressed, while launching the work of the Interagency Coordination Council on counteracting violations affecting the financial interests of Ukraine and the European Union.

    The Council was established by an order of the Cabinet of Ministers of Ukraine as of 25 October 2017 but has not started to function since then.

    "We are getting things shaped up and launching a system of reliable protection for EU financial assistance against any violation. Systematic coordination will allow Ukraine to effectively mobilize EU resources, " Dmytro Kuleba stressed.

    According to the Deputy Prime Minister, increasing the confidence of the European Union in the Ukrainian system of protection of financial interests in the future leads to an increase in financial assistance, establishment of conditions for granting to Ukraine in the future the right to manage the finances allocated to our country.

    The Interagency Coordination Council consists of representatives of the Ministry of Finance, Ministry of Internal Affairs, Ministry of Justice, Ministry of Foreign Affairs, Ministry of Economic Development, Trade and Agriculture, National Anti-Corruption Bureau of Ukraine, State Fiscal Service of Ukraine, National Agency of Ukraine for Civil Service, State Audit Service of Ukraine, State Financial Monitoring Service of Ukraine, Foreign Intelligence Service of Ukraine, Office of Prosecutor General, Security Service of Ukraine and  National Police of Ukraine.

    The Council, in particular, is tasked with coordinating the actions of the executive authorities to identify and combat shadow schemes with EU financial resources and services provided for the implementation of complex European integration reforms. Such controls are enshrined in the sixth title of the Association Agreement between Ukraine and the EU, "Financial cooperation, with anti-fraud provisions".

    The Deputy Prime Minister called on the council members to step up their work and interagency coordination.

    "Effective control and coordination will not only increase the volume of funding available but also create opportunities for increased funding. Every euro cent should be used for its intended purpose, transparently and effectively," Dmytro Kuleba stressed.

    In turn, Deputy Minister of Internal Affairs Tetiana Kovalchuk informed the participants about the Ministry’s measures to control the attraction of EU financial assistance, counteracting shadow schemes, and cooperation with the European Anti-Fraud Office (OLAF).

    Summing up, the Deputy Prime Minister informed the council members that the next meeting will d be held in two months, in April 2020.
