  • State Border Guard Service: Rules on border crossing during pandemic were changed

    From June 17, green level of epidemic danger was imposed throughout Ukraine, according to which it is forbidden to cross the state border for entry into Ukraine by foreigners and stateless persons who do not have an insurance policy (certificate) issued by the insurance company , which is registered in Ukraine or a foreign insurance company that has a representative office in Ukraine or a contractual relationship with a partner insurance company in Ukraine (assistance), covers the costs associated with the treatment of COVID-19, observation, and is valid for a period stay in Ukraine.

    Exceptions that do not fall under this requirement include foreigners, stateless persons permanently residing in Ukraine and persons recognized as refugees, or persons in need of additional protection, employees of diplomatic missions and consular posts of foreign states, representations of official international missions, organizations accredited in Ukraine, and members of their families, servicemen (units) of the armed forces of NATO member states and member states of the NATO "Partnership for Peace" program, who participate in the training of units of the Armed Forces.

    Also, crossing the state border to enter Ukraine is prohibited for foreigners and stateless persons without a negative COVID-19 polymerase chain reaction (PCR) test or rapid tests for antigen to SARS-CoV-2, which was conducted no more than 72 hours before crossing the state border, or a document confirming that a person had the full course of the COVID-19 vaccine. Exceptions who do not fall under this requirement include foreigners and stateless persons under the age of 12, foreigners, stateless persons permanently residing in Ukraine and persons recognized as refugees, or persons in need of additional protection, employees of diplomatic missions and consular posts of foreign states, representations of official international missions, organizations accredited in Ukraine and members of their families, servicemen (units) of the armed forces of NATO member states and member states of the NATO program "Partnership for Peace" participating in measures to train units of the Armed Forces.

    Apart from that, it is also forbidden for foreigners and stateless persons without a valid insurance policy (certificate) to enter or exit from the temporarily occupied territories in Donetsk and Luhansk regions, the Autonomous Republic of Crimea and the city of Sevastopol through entry exit checkpoints.

    Among the exceptions who do not fall under this requirement are foreigners, stateless persons permanently residing in Ukraine, employees of representative offices of official international missions, and organizations accredited in Ukraine.

    In the absence of the above documents or at least one of them - an authorized official of the state border protection unit may deny foreigners and stateless persons of entry.

    It should be noted that during the "green" level of epidemic danger in Ukraine, the resolution excluded sub-clauses that provided for the need to download “Act at home” app " by certain categories of persons after crossing the state border of Ukraine.
