The State provides housing for newly created large foster families

Large foster families (family-type children's homes, FTCH) that raise 5-10 children without parental care are entitled to an apartment or a large house - service housing that is in communal ownership and is provided fully equipped.

The Ministry of Social Policy allocates a subvention to local budgets for the purchase of such housing. During a full-scale war, not only newly formed families, but also IDP families and those planning to return from evacuation abroad receive it.

"Large foster families are primarily an opportunity for groups of several siblings to live in family-like environment. That is why the state allocates funds from the state budget to provide such families with housing and improves the procedure for its provision so that children find themselves in care and love as soon as possible," said Oksana Zholnovych, Minister of Social Policy.

In June of this year, following a proposal from the Ministry, the Government adopted a resolution that regulates the issue of housing for newly created children's homes.

If the living space owned by the candidates for foster parents is insufficient for the creation and proper functioning of the FTCH (and this is determined during the survey of living conditions), the decision to create the FTCH is made with the simultaneous decision on the extraordinary provision of housing. Candidates for foster parents must submit a written application in any form about their need for housing to the authority that makes the decision to establish the family. This body is obliged to provide the family with housing no later than 6 months from the date of establishment of the FTCH.

As a reminder, fifty newly created FTCHs will receive housing at the expense of the state subvention in 2025. In total, together with the internally displaced, there are more than 120. The Ministry has allocated UAH 833 million for this purpose. The procurement process is currently underway in the communities.

The investment project of the Ministry of Social Policy envisages that by 2029, more than 700 large foster families will be provided with housing.

Fostering orphans and children deprived of parental care in families is one of the goals of the Strategy for Ensuring the Right of Every Child to Grow Up in a Family Environment. This document is a roadmap for the Ministry of Social Policy and other agencies to build an effective system of care and support for children.
