Denys Uliutin: Special pensions should be separated from the solidarity system


As part of preparations for a comprehensive pension reform, the Ministry of Social Policy, Family and Unity is proposing a change in the approach to funding special pensions. This was stated by the Minister, Denys Uliutin, in an interview with Forbes Ukraine.

The main change involves separating the “professional component” from the general solidarity system basket. Payments for special pensions should be financed through separate professional contracts and mechanisms, rather than at the expense of other pensioners or the general budget.

“Early retirement and other additional payments that differ from the general conditions should be provided through the professional component of the system, and not financed from the solidarity system. This is about clearly separating this component from the general pension system,” noted Denys Uliutin.

In addition, the current pension system has gaps that allow for an increase in court decisions and pressure for additional payments awarded under such rulings. It is impossible to eliminate these issues on a case-by-case basis, so the new system must prevent such problems in a comprehensive way.

The Ministry of Social Policy, Family and Unity is currently finalising calculations of the sustainability of the new pension system over a 15-year period, to guarantee payments not only in 2026–2027, but also in the long term.
