During a press conference for the media, Prime Minister of Ukraine Denys Shmyhal outlined seven main directions in which the Government will focus its work.
"Ukraine is changing, reforming, we have switched to a military track and keep on with our reforms. Today, everything the Government does is focused on ensuring that Ukraine wins this war," he emphasized.
The Prime Minister spoke in detail about each of the seven reform areas.
Security, defense and weapons. Financing all the needs of the army and defense forces, attracting military assistance from allies. New Ukrainian weapons and equipment. New technologies, emphasis on drones, ammunition, and the missile program. Foreign companies are entering Ukraine. Ukrainian production is hundreds of times larger than before the full-scale war.
Macrofinancial stability. In 19 months, the Government has financed all budget expenditures. It has raised more than USD 62 billion from partners. Of this amount, USD 30 billion came this year. The country has the support of the IMF for 2024. Together with the European Commission, the Government is preparing a "Plan for Ukraine" worth EUR 50 billion over the next four years. Ukraine is working with the United States, Canada, Japan, the World Bank, and Norway.
Energy sector. We have built a system to protect energy facilities. There is enough gas and coal, seven nuclear power units are in operation, and two more will be launched. The overall readiness for winter is 80%. The capacity to import electricity from the EU is 1.2 GW, with prospects to increase to 2 GW.
"This year we expect no less difficult winter than last year. We understand that the enemy will continue its terror against Ukrainian civilian infrastructure. But we now have much more air defense systems, while they have much fewer missiles," noted Denys Shmyhal.
Fast recovery. More than UAH 60 billion has been allocated from the Fund for Elimination of the Consequences of Armed Aggression. Power engineers have completed 80% of the work on all networks and substations. 190 hectares of agricultural land out of the priority 470,000 hectares have been cleared of mines.
"We are preparing for a major international forum in Croatia, which will coordinate us with our partners. We are a leader in terms of the area of mined land, but we will be a leader in humanitarian demining. We have an ambition to complete the demining of agricultural land within three years. And in 5-7 years, we will complete demining of the entire territory of Ukraine," the Prime Minister said.
Moreover, Denys Shmyhal stressed that since the beginning of the year, 800 medical institutions, 400 schools, 19 bridges had been partially or fully restored, and work was underway on 60 more. The eVidnovlennia program has been launched. 12,000 families have received funds for repairs, and certificates for destroyed housing will soon be issued.
Institutional reforms and anti-corruption. The anti-corruption vertical has been built - the head of the NABU has been selected, and the SAPO (Specialized Anti-Corruption Prosecutor's Office) is working. Systemic opportunities for corruption are being eliminated through digitalization and the reduction of the state's role in the economy. In a year and a half, the Government has transferred 2,000 enterprises to the State Property Fund for privatization. We engage international companies Deloitte and PriceWaterhouseCoopers to check the spending of donor funds.
Logistics. Solidarity transit lanes through the EU are working. The transit flow of goods through Romania will double. We are developing the Danube ports. During the 11 months of the customs visa-free regime with the EU, 19,000 transit declarations have been issued.
Economy. We are creating points of growth. Recovery through government orders, cheap loans, grants, industrial parks, and compensation for part of the cost of domestic equipment. Thanks to the eRobota program, 6,000 new businesses have been created. Thousands more will be created, including veteran's.
