The Prime Minister of Ukraine Denys Shmyhal introduced Oleksiy Kuleba, appointed by the Verkhovna Rada as Deputy Prime Minister for Restoration of Ukraine - Minister for Communities and Territories Development of Ukraine, to the team of the Ministry.

In his speech, Oleksiy Kuleba outlined the key principles of his new position:

"Constant interaction between all branches of government and stakeholders. We need to hear each other and solve urgent issues in this way. Especially now, as we prepare for the winter period.

Everything we do is for people and about people. First and foremost, we focus on those who suffered from the war and need government support.

European integration. Implementation of best practices at the local level to strengthen the capacity of communities. This will provide new opportunities, approaches and standards in governance.

Recovery. We have to complete everything planned as quickly as possible and with the highest quality. The principle Build Back Better - remains a priority.

Transparency and accountability. Only through this approach will all the above-mentioned fundamental ideas be realised in the short term,” he said.

The Deputy Prime Minister also stressed that it would be important to update the State Regional Development Strategy, which will provide for functional territories and separate regional policies, consider the capacity of communities, humanitarian, social, infrastructure, demographic potential of the regions and the impact of the war factor.

"We will continue the reform of local governance to enhance the effectiveness of management, coordination and interaction in the context of war. Taking into account all possible wartime threats and challenges - both today and in the future. I am grateful for the support of the Members of Parliament and the Prime Minister of Ukraine. I thank the President of Ukraine and the Head of the Presidential Office for their trust and cooperation. I am grateful to the regional military administrations and heads of the military administrations, as well as to the heads of communities for their quality cooperation. It was an honour to work in a professional team. I will continue to do so at another level. Unity and collaboration are our common result and victory," said Oleksiy Kuleba.
