  • Denys Shmyhal: Government has fully completed the implementation of seven recommendations of the European Commission

    The Government has approved the State Target Programme "Unity in Diversity", which aims to create conditions for the realisation of the rights and opportunities of national minorities and indigenous peoples. This was announced by the Prime Minister of Ukraine at a session of the Cabinet of Ministers on 26 September.

    "After the approval of this programme, we can say that at the Government level we have fully completed the implementation of seven recommendations of the European Commission," the Head of Government stressed and reminded that in June last year, Ukraine had received the status of a candidate for membership in the European Union and 7 recommendations of the European Commission on reforms necessary on the European integration path.

    Denys Shmyhal also spoke about what has already been done for further steps towards Ukraine's accession to the EU.

    These include the launch of the Constitutional Court reform and the reboot of the High Council of Justice and the High Qualifications Commission of Judges.

    "Thirdly, the institutional capacity and independence of anti-corruption bodies is being strengthened. One of the most recent examples is the government's draft law on increasing the independence of the Specialised Anti-Corruption Prosecutor's Office. Recently, new heads of NABU and SAPO have been selected through open competitions. The Group of States Against Corruption (GRECO) has recognized Ukraine's significant progress in preventing corruption," the Prime Minister stressed.

    Moreover, the Government has developed a legal framework to combat money laundering in line with FATF standards. In addition, the recommendations of the Venice Commission on the implementation of the anti-oligarchic law have been implemented, and legislation on media and advertising has been put into effect. The necessary bylaws have been developed to enforce the new law on national minorities.

    According to Denys Shmyhal, the Government has conducted a so-called self-screening, analyzing 28,000 acts of EU law for their implementation in the legal framework of Ukraine.

    "There is still a long and difficult way ahead. We expect that in October, Ukraine will receive a positive assessment as part of the EU Enlargement Package Report. And then there will be a vote of the European Council, which will open the way to negotiations on our country's accession to the EU," the Head of the Ukrainian Government noted.
