The reform of decentralization, initiated by Prime Minister Volodymyr Groysman, and government development programs provide new opportunities for the development of consolidated territorial communities throughout Ukraine, said Minister of the Cabinet of Ministers of Ukraine Olexandr Saienko during his visit to Bucha CC (consolidated community) in Kyiv region.
According to him, this community experiences a problem with the lack of schools, and in 2015 there was taken a decision to build a new gymnasium in Bucha.
"The funding for project has already been invested in the amount of almost UAH 44 million, of which UAH 18.8 million - the funds of the local budget, and this Friday the Government will allocate an additional sum necessary to complete the construction so that children were able to attend this school in the near future under modern conditions and receive a quality education", Olexandr Saienko said.
Moreover, he visited the Bucha Center for the Administrative Services Provision, which has been operating since 2016, and emphasized that, due to governmental initiatives for the development of "transparent offices", the residents of Bucha and the surrounding settlements were given the opportunity to get all the necessary services here instead of getting to regional centers as before.
"In this center, people receive 195 services based on the one-stop-shop principle: one comes, files documents, gets the result. All this in a warm room, without excessive bustle, without excessive queues, and even the administrator is smiling", the Minister said.
Apart from that, Olexandr Saienko added that decentralization is not just a process of transfer of powers and funds to the regions, but a new approach to quality decision-making.
