State Tax Service and IMF advisors agree on priority steps for systematic implementation of CRM in 2026

The priority actions necessary for the launch and systematic implementation of CRM in the State Tax Service in 2026, taking into account the recommendations of the International Monetary Fund, were discussed during a working meeting between Acting Head of the State Tax Service Lesya Karnaukh and IMF advisers Enrico Aav and David Carr.

During the meeting, Lesya Karnaukh thanked the IMF for its systematic and substantive support for tax administration reforms. She emphasised that the IMF’s contribution to the development of strategic areas, in particular the implementation of CRM, is extremely important for building a modern, analytically managed tax service.

“For the State Tax Service, the implementation of CRM is not a separate project, but a fundamental change in approaches to management, risk analysis and interaction with taxpayers. The IMF’s expert support enables us to build this system in a comprehensive manner, taking into account best international practices – as a centralised, analytically managed function that will form the basis for the further transformation of the State Tax Service and the implementation of the National Revenue Strategy,” said Lesya Karnaukh.

The parties noted the current priority areas of cooperation for the State Tax Service, including:

  • support for the implementation of CRM;
  • development of the reform management office and strengthening of human resources capacity;
  • development of electronic auditing;
  • participation in digital transformation, particularly in terms of data management and analytical platforms;
  • strengthening the system of strategic planning and monitoring of reform implementation.

During the meeting, special attention was paid to the issue of the institutional and technical basis for the implementation of CRM and the achievement of the strategic goals of the National Revenue Strategy, as well as the need to ensure a comprehensive, interagency approach.
