  • Hennadii Zubko: This year CASPs have provided over 8 mn services

    796 new centers of administrative service provision (CASPs) have been established in Ukraine. In the first six months, they provided more than 8 million 300 thousand services. In 2019, 18 new CASPs were launched. This was announced by Hennadii Zubko, Deputy Prime Minister, Minister of Regional Development, Construction, Housing and Communal Services of Ukraine.

    “There are 168 new CASPs operating in the consolidated communities, including 37 in towns of regional importance. CASP is a real guarantee of transparency, openness and clarity of the authorities' actions in the sphere of administrative services provision. In addition, these are additional funds that fill the local budgets”, Hennadii Zubko emphasized.

    According to him, there are currently centers with the largest list of services up to 500. The most efficient CASPs are operating in Kyiv, Kharkiv and Vinnytsia, which can provide daily from 3,700 up to 5,800 services, including through territorial units.

    Moreover, Hennadii Zubko reminded that with the support of the Estonian EGOV4UKRAINE project in CASPs there is introduced a modern information system The Vulyk. The system will be launched in more than 400 CASPs throughout Ukraine by the end of 2020. The Vulyk differs from its analogues by access to public registers and online data exchange via The Trembita system. This will enable speeding up tenfold the process of providing administrative services to citizens and legal entities.

    It should be noted that the Ministry of Regional Development, Construction, Housing and Communal Services in synergy with the U-LEAD with Europe Program have developed new Standards to provide high quality administrative services that envisage requirements for both premises (transparent office) and accessibility. In particular, there have been determined recommendations starting from the choice of location to the algorithm for setting up work, listing services and recruiting. The main goals are 30 minutes availability, speed of service, high quality of service.
