Council of Europe Development Bank ready to significantly expand cooperation in housing projects

Within the framework of the project “HOME: Compensation for Destroyed Residential Properties” the Council of Europe Development Bank is ready to significantly expand the amount of funding in 2025. This will help provide housing for thousands of families who have lost their homes due to the destruction of their homes by armed aggression.

This was agreed upon by Oleksii Kuleba, Deputy Prime Minister for Restoration of Ukraine and Minister for Communities and Territories Development, and Carlo Monticelli, Governor of the Council of Europe Development Bank, during a meeting.

“The Ministry is laying a solid foundation for the comprehensive development of communities and territories. This is not just about restoration. These are conditions and opportunities for Ukrainians, for those returning from the frontline, for those returning from abroad, for internally displaced persons. Therefore, compensation for lost housing is an important part of this process. Ukrainians are ready to rebuild their homes or build new ones, but they need support,” said Oleksii Kuleba.

According to Carlo Monticelli, his visit to Ukraine is a signal of further support for the country. Significant results have been achieved during the year of cooperation – two aid programmes have been approved and another is being prepared, including a housing programme for internally displaced persons.

This year, thanks to the financial support of the Council of Europe Development Bank, in particular, a loan of EUR 100 million, almost 3,000 people affected by the armed aggression will be able to buy their own homes, and the first phase of the joint project has already begun.
