The funds will be transferred to the general fund of the state budget and will be used to reimburse expenses (or pay for medical services provided) under the medical guarantee programme. This includes rehabilitation, psychological support services and other urgent healthcare needs. These are free medical services for patients guaranteed by the state and paid for through the National Health Service of Ukraine.
Under the terms of the current agreement between the Ministry of Health and the World Bank, new funds can be raised to expand programmes and increase the number of services after an analysis – monitoring – of existing projects. USD 70 million will be transferred to the budget as part of the Health Enhancement And Lifesaving (HEAL) Ukraine Project. This project is being implemented by the Ministry of Health in cooperation with the World Bank. Its goal is to restore and improve access to basic healthcare services, meet new and urgent healthcare needs and provide financial protection in an emergency.
Five Performance Based Conditions (PBCs) have been defined to assess the effectiveness of the project. These are indicators that assess the planning, organisation and management of resources to successfully achieve the objectives. After the monitoring, the World Bank confirmed that the PBC indicators were met, which allows for the allocation of USD 70 million to the general fund of the state budget of Ukraine in the near future. Earlier, the project attracted EUR 50 million to the general fund of the state budget for meeting the performance indicators.
As a reminder, the Ministry of Health and the World Bank are implementing three major healthcare projects: Serving People, Improving Health Project; Ukraine Emergency COVID-19 Response and Vaccination Project; and Health Enhancement And Lifesaving (HEAL) Ukraine Project.
