Year-on-year
in Ukraine consumption by the housing sector makes up about 18 billion cubic
meters of gas. By introducing energy efficient measures in the multi-storey buildings alone, this figure may be reduced to 4
billion cubic meters of gas. The necessary legislative framework has been
adopted by Parliament in 2017.
This was
emphasized by Vice Prime Minister, Minister for Regional Development,
Construction, Housing and Communal Services of Ukraine Hennadii
Zubko providing a report on the results of activities
carried out in 2017 during a meeting of the line Committee of the Verkhovna Rada on Construction,
Urban Development, Housing and Communal Services.
"This
year has brought a success and become the breakthrough in adopting the
necessary legislative basis for energy efficiency. Due to vigorous activity of
the Palriament, communications maintained by the
Ministry of Regional Development and the entire Government, Ukrainians have
clearly realized that the term "energy efficiency" is, first of all,
the way towards reducing energy consumption. And Ukraine has such
potential," assured Hennadii Zubko.
The Vice
Prime Minister stressed that the European Union and our international partners
commend the outcomes of cooperation between the Parliament and the Government
in energy efficiency sector.
In
particular, among the achievements are the approval by the Government of the
Concept of Heat Supply Reform, the Resolution on monetization of subsidies and
on energy management; adopting the following laws: On the peculiarities for the
realization of a right to property in a multi-apartment building, On the
housing and communal enterprise, On commercial accounting of thermal energy and
water supply, On energy efficiency of buildings, On the Energy Efficiency Fund,
"On the production of heat from renewable energy sources, On restructuring
of debts, On ESCO, changes to the Law of Ukraine On Potable Water.
