Pavlo Rosenko chaired a meeting of the Interdepartmental Commission on Ukraine's derogation from obligations under certain international treaties

On October 19, Vice Prime Minister of Ukraine Pavlo Rozenko chaired a meeting of the Interdepartmental Commission on Ukraine's derogation from obligations under the International Covenant on Civil and Political Rights and the Convention for the Protection of Human Rights and Fundamental Freedoms.

The participants of the meeting considered a number of issues related to ensuring interests of the society and the State on conditions of armed aggression by Russia, which constitute a certain detract from Ukraine's commitments under the aforesaid international documents.

"Expeditious and constructive resolution of urgent issues of Ukraine's backing out of certain commitments confirms Ukraine's aspiration to properly fulfill its international legal obligations under international treaties of Ukraine. The Government of Ukraine will exert every effort to protect human and civil rights and freedoms guaranteed by law," emphasized the Vice Prime Minister.

It should be noted, on April 21, 2015, the Verkhovna Rada of Ukraine approved a Statement on Ukraine's derogation from obligations under the International Covenant on Civil and Political Rights and the Convention for the Protection of Human Rights and Fundamental Freedoms.

Pursuant to this Statement, the derogation extends to the territory of the Autonomous Republic of Crimea and Sevastopol, temporarily occupied territories of certain areas of Donetsk and Luhansk regions.

With the purpose of a comprehensive coordination of the authorities and with the view of periodical review of the scope and territorial application in which Ukraine derogates from obligations under the International Covenant on Civil and Political Rights and the Convention for the Protection of Human Rights and Fundamental Freedoms, an Interagency Commission was set up with Vice Prime Minister Pavlo Rozenko as a chair. The final point of the Interagency Commission's work at the international legal level is informing the UN Secretary-General and the Council of Europe on the scope and territorial application.

The Interdepartmental commission is comprised of representatives of the Ministry of Foreign Affairs, the Ministry of Justice, the General Staff of the Armed Forces of Ukraine, the Ministry for Temporary Occupied Territories and Internally Displaced Persons, the Ministry of Internal Affairs, the Prosecutor General of Ukraine, the Anti-Terrorist Center of Ukraine, the State Border Guard Service, members of other central executive bodies, and MPs of Ukraine.
