Local budgets are increasing their financial capabilities year by year
due to a financial decentralization reform. Moreover, state financial support
for the development of both amalgamated territorial communities and
infrastructure is being substantially increased. Particularly, UAH 16.5 billion
were allocated for these purposes, in comparison with the same period in the
previous year, the total budget support of regions increased in 33 times. This
was stated by Vice Prime Minister/ Minister of Regional Development,
Construction, Housing and Utilities of Ukraine Hennadii
Zubko, while commenting Draft Law(№ 2137) on
Amendments to the Law of Ukraine "On the State Budget of Ukraine for
2017" which was published on 2 August, 2017.
In a separate statement, Hennadii Zubko stressed that decentralization offers regions unique
opportunities to boost the socio-economic growth, adding that the funds which
were allocated to launch development projects totaled 16.5 billion hryvnias.
Apart from that, the Vice Prime Minister emphasized that this year a new
type of subvention to local budgets was introduced aimed at developing a health
care system in rural areas, which amounts to UAH 4 billion. Its disponent is the Ministry of Regional Development,
Construction, Housing and Utilities of Ukraine.
«Within the framework of the decentralization process these funds will
encourage local communities to provide new quality services at the local level,
inter alia medicine, education, administrative services and ensuring security
in their territories. This is an opportunity to enhance the quality of life of
citizens as well as to invest in infrastructure», Hennadii
Zubko asserted.
