  • Volodymyr Groysman considers obtaining resource and authority should serve essential drive for consolidation of communities

    The motivation to create consolidated territorial communities is the opportunity to solve problems on the ground and implement projects of local importance gained as a result of devolution of administrative powers and accumulation of resources. This was stated by Prime Minister of Ukraine Volodymyr Groysman in his communication with media people in Ternopil region.

    "The essential drive should be resources and powers. The community has amalgamated - it has finance and authority", stressed Volodymyr Groysman.

    He added that the consolidation process must be voluntary. "It is crucial to achieve that the community as a result of amalgamation obtained maximum sustainability - both in terms of territory and quantity. Then they will have sufficient funding, authority to build quality education services, health care, to create modern infrastructure, to invest in culture, local economic development", the Head of Government said. “The process of consolidation should be accelerated, but only through dialogue, clarification, discussion and persuasion. A voluntary association never destroys the identity of a village, but instead allows for an increase in budgets. You will observe instantaneous results."

    Moreover, the Head of Government announced that the process of elaboration of a decision stipulating for assessment of management of regions with the view to the formation of territorial communities and supported the proposal to provide social subvention to amalgamated territorial communities capable of effective using the resource.
