
Volodymyr Groysman at the Conference in London: Initiated reforms are aimed at achieving significant results
Over the past
several years Ukraine has been
delivering reforms, which are aimed
at achieving tangible results, emphasized Prime Minister of Ukraine
Volodymyr Groysman in the course
of the Ukraine
Reform Conference. This is a key event
in the framework
of the Prime
Minister’s official visit to Great Britain.
«We need
reforms for the sake of
result, not just a process. Thus, I can cite
two examples: one is a privatization. On the one hand, we
understand that privatization opens up new opportunities
in terms of leveraging investments
and economic development, on the other hand
we have to
create a favorable business environment seek to receive these investments. To this end we
need legislation, which we have
already considered and submitted to
the Parliament. There will be
a new system of a transparent as well as
a competitive privatization. There is a fine
point: until we make changes
in judicial reform, English law will apply
to the entire
privatization process. This is a great
protection. The second one is a corruption. Until 2014 there
was no legislation
on public sector. The power
was centralized and it was
a burden to the country. What
did the Government,
the Parliament, the President? We have
started decentralization - delegation of power
for local governance. We have elaborated a new legislation that came into
force. Moreover, all registries were opened, a system of electronic
asset declarations for civil servants
was launched, a deregulation was kicked off. We
have created the anti-corruption infrastructure in the country, namely
Anti-Corruption Prosecutor's Office and the National
Anti-Corruption Bureau of Ukraine. But the
weak point is the system
of courts. Thereby, in the queue
- the creation of an anti-corruption
court of justice. It is
of critical importance - independent one», highlighted
the Prime Minister.
The Head of
Government recalled that apart from
the said reforms, other reforms - pension, education and medical
are being discussed now. It is vital
to complete transformations despite unprecedented threats
and challenges. «We have to
demonstrate leadership, unity and success.
We stay the
course in achieving result. We have to
live a full-fledged life, for this
there is absolutely everything. Everyone pledges readiness to work
literally 24 hours a day», underscored Volodymyr Groysman.
