  • Government kicks off a pilot project aimed to sale small-scale enterprises through Prozorro e-procurement system

    The Cabinet of Ministers of Ukraine at its session on Thursday adopted a protocol decision and commissioned to launch a pilot project on sale of small-scale companies set for privatization through Prozorro e-procurement system. Commenting on the necessity of adoption of the aforesaid decision, Prime Minister of Ukraine Volodymyr Groysman noted that such procedures will allow to conduct privatization through transparent electronic systems. According to him, it was impossible to achieve such procedures earlier due to the lack of political will. Moreover, the sale of inefficient state-owned enterprises will enable the country to eradicate corruption schemes.

    «The point of this issue is - there is a small enterprise which can be sold either through shadow schemes or it can be sold transparently via an electronic platform: the person registers on this platform in order to buy assets, underlined the Prime Minister adding that now investors are deprived of bureaucratism as well as fraud schemes in buying state property. The procedure is simplified- there is a central database where transaction is done and every citizen can see objects which are available for sale, the only thing left is to make an electronic application and to participate in the electronic auctions. There shouldn't be any problem there.

    Volodymyr Groysman urged to enshrine promptly approved propositions in draft paper.

    In turn, Minister of the Cabinet of Ministers of Ukraine Olexander Saienko emphasized that proposals concerning pilot project had been elaborated together with the State Property Fund of Ukraine (SPFU) and with the Ministry of Economic Development and Trade of Ukraine pursuant to the commission of the Prime Minister. According to the Minister of the Cabinet of Ministers in case of the success of the pilot project, thus this project would be further directed to sale a large part of the inefficient state enterprises.

    Moreover, acting Chairman of the State Property Fund of Ukraine Dmytro Parfenenko who participated in the discussion of the said issue stressed that the meetings on issues of updating of the internal procedures between the SPFU and ProZorro e-procurement system had been held as well as changes to provisions had been almost worked out.
