
Volodymyr Groysman: The decentralization reform yields result - more than UAH 100 billion of additional resources in local budgets
The increase in the financial capacity of local budgets by a sum worth
UAH 100 billion in the period from 2014 to 2016 is one of the topmost results
of key reforms in Ukraine- decentralization process . This was announced by
Prime Minister of Ukraine Volodymyr Groysman during a meeting with representatives of regional
mass media dedicated to the theme "Decentralization. Success
stories. New
challenges".
“In 2014 I was asked such a question what is decentralization? It was
tough to explain. When we started to see results-new roads, schools,
kindergartens as well as school buses- it was an outcome of the
decentralization process. From 2014 to 2016 local budgets have increased by UAH
100 billion. It is a tremendous resource that local budgets earlier have never
possessed”, stated the Head of Government.
He reminded that the concept of the local governance reform had been
elaborated within a few weeks of February-March 2014, and on April 1 the
concept had been already submitted for consideration at the Government session
as well as to the Parliament. However it was possible to adopt legislative
incentives only with the Verkhovna Rada of Ukraine of new convocation in the end of 2014.
“We are to move further. The fact that last year the Parliament had
adopted the necessary decisions only improves the system and gives the
opportunity to move on. I would like us to finalize the process of
establishment of self-sufficient communities on a voluntary basis, as the decentralization is a reform
that revives the country", underlined Volodymyr Groysman.
The Prime Minister emphasized that the country is on the verge of
significant transformations, particular in the social, healthcare and education
spheres. To this end the support for local communities concerning these reforms
is of utmost importance for the Government.
“I will stand for this reform to the end”, underlined Volodymyr Groysman. He thanked for the unwavering support to President of Ukraine Petro Poroshenko and former Prime Minister Arseniy Yatseniuk.
